
Waterfowl hunters had plenty to digest following the release of the 2026 Waterfowl Population Status Report. While duck numbers remain below long-term averages and mallards continue a troubling decline, waterfowl scientists emphasized that improved habitat conditions across much of the Prairie Pothole Region could lead to stronger duck production this year and a more robust fall flight.
The central message from Ducks Unlimited's 2026 Waterfowl Season Outlook was clear: habitat drives duck populations. And after several years of drought across North America's most important breeding grounds, improved spring moisture provided a welcome boost.
Within the Traditional Survey Area, total duck numbers were largely unchanged from 2025 and remain about 6 percent below the long-term average. Meanwhile, May pond counts increased from last year's drought-stricken conditions, especially across Canada, where pond numbers climbed following improved precipitation. Scientists noted that conditions have continued to improve across these areas, as rain has persisted through much of the nesting season.
Those improvements matter because spring breeding population estimates tell only part of the story. The number of ducks that hunters typically see during fall migration ultimately depends on both the number of breeding birds and how many young ducks are produced during the nesting season.
"Production will likely be better than it was last year because we have better conditions," Ducks Unlimited Senior Waterfowl Scientist Dr. Mike Brasher said during the discussion. Better water conditions are expected to improve nest success, brood survival, and overall recruitment across many prairie-nesting species. As a result, the 2026 fall flight could be comparable to, or even better than, what hunters experienced last year despite lower breeding population estimates.
Mallards Remain the Biggest Concern
While improved habitat conditions offered some optimism, mallards remain the species that draws the most attention from scientists and hunters alike.
Mallard numbers declined 11 percent from 2025 and now sit 26 percent below the long-term average. The estimated breeding population is the lowest recorded since 1993, marking the first time in more than three decades that numbers have been this low.
Scientists largely attribute the decline to several consecutive years of drought across the Prairie Pothole Region. Low pond counts and poor breeding conditions have limited production for multiple years, resulting in fewer birds returning to the breeding grounds.
At the same time, experts stressed there is no reason to panic.
Mallards have demonstrated remarkable resilience through previous population downturns, and better habitat conditions this year should increase recruitment. Several panelists emphasized that if precipitation continues and wetland conditions improve over the next few years, mallard numbers could respond positively.
"We're concerned, but we're not panicking," was the prevailing sentiment throughout the discussion.
Habitat Over Harvest
A major theme in the outlook was the importance of habitat in influencing waterfowl populations.
Scientists and biologists repeatedly emphasized that current data show that habitat conditions, particularly water availability across the prairies, have a far greater influence on annual changes in duck populations than current harvest levels. Numerous panelists pushed back against claims that modern hunting regulations are responsible for declining duck numbers, pointing instead to drought, wetland conditions, and long-term habitat loss as the primary drivers.
Adaptive Harvest Management (AHM) models continue to indicate that current harvest frameworks remain sustainable. Based on the latest population data and model outputs, the US Fish and Wildlife Service is expected to recommend liberal duck season frameworks for all flyways again in 2027–2028. The three-pintail daily bag limit is also expected to remain in place for a third consecutive season.
The panel also discussed how AHM models continue to evolve as new information emerges, noting that recent adjustments to pintail harvest models demonstrate the system's ability to respond to changing conditions and improved science.
While improved pond conditions are encouraging, experts warned that habitat conservation is the most important factor in sustaining waterfowl populations over the long term.
Wetland loss, grassland conversion, and conservation policy challenges continue across the Prairie Pothole Region, in the US and Canada. DU scientists stressed that protecting existing wetlands and grasslands is far more effective and affordable than attempting to restore them after they are lost.
The discussion also highlighted the importance of conservation easements and programs that permanently protect waterfowl habitats. Several panelists encouraged hunters to support conservation efforts by purchasing additional Federal Duck Stamps and participating in habitat programs, noting that 98 percent of Federal Duck Stamp revenue goes directly toward habitat conservation.
Looking Ahead to the Fall Flight
Despite better conditions this year, scientists cautioned that weather remains the biggest wild card. Forecasts suggesting a strong El Niño pattern could bring drier conditions back to the prairies. If drought returns, recent gains could prove temporary. Continued precipitation over several years will likely be needed to generate a significant rebound in prairie-nesting duck populations.
For now, however, the outlook is best described as cautiously optimistic.
Duck numbers remain below average, and mallards deserve close attention. But better habitat conditions this year should produce more young birds and create opportunities for hunters this fall.
The message for the waterfowling community was consistent throughout the evening:
Habitat drives duck populations. Better water this year should mean better production, but the long-term future of ducks still depends on protecting wetlands and grasslands across the prairies.
