My experience is limited to the northeast, so keep in mind some of mysuggestions may not grow well in your area.  You'll need to research that on your own.

Biggest factor is can you control the water level at all or does it dry down during the summer.  If it's a typical beav pond and dams an active stream it eliminates options like wild rice & millet.  If you can dry down at least fringe areas then keep in mind these mature in 60 - 90 days so plant accordingly before your season.  I do 2 or 3 staged seedings of millet & rice starting in late June/early July.

If no water level control ability look to emergent and sub-aquatic plants.  Emergents - arrow arum, duck potato, hardstem bulrush, smartweeds.....

Aquatics - sago pondweed, coontail, duckweed

Try to stick to things that grow naturally in your area and stay away from plants listed as invasives by USDA or NRCS.

Here's a good guide for wetland enhancement for waterfowl  http://www.ms.nrcs.usda.gov/technical/NRCS%20Wetland%20Mgt%20for%20Waterfowl.pdf
