Corps issues general permit, supports South Carolina wetland management

The U.S. Army Corps of Engineers (USACE), Charleston District, along with various state agencies and stakeholders, held an event in mid-August at Nemours Plantation to announce the recently issued Managed Tidal Impoundment General Permit. The result of a multi-year combined effort among state, federal and private entities along with the USACE, the general permit will speed the process of getting waterfowl-focused wetland enhancements accomplished through the Charleston District of the USACE. 

“This is an important change for coastal land managers on some of South Carolina’s best waterfowl habitat,” said DU Director of Conservation Programs Craig LeSchack. “Many of these managed tidal impoundments are on historic rice-growing plantations in the heart of South Carolina’s Lowcountry, an area of habitat conservation focus for Ducks Unlimited.”

The general permit allows certain emergency response procedures and routine maintenance and repair activities on currently functioning managed tidal impoundments. The new permit saves critical time for those working to maintain and improve managed tidal impoundments in South Carolina. Previously, the time involved in the permitting process would often result in embankment failure before maintenance activities could prevent it.  

“DU and its partners have been heavily involved in promoting and fostering the development of the general permit for the positive benefits it will have to maintaining critical wintering waterfowl habitat in the South Carolina Lowcountry. This achievement is not only a great success for DU and waterfowl habitat, but also greatly benefits and maintains the historical significance of this region,” LeSchack said. 

Ducks Unlimited encourages all landowners with tidal impoundments in the Coastal Zone area of Beaufort, Berkeley, Charleston, Colleton, Dorchester, Georgetown, Horry and Jasper counties to complete the eligibility determination process for future compliance with and use of the general permit.
